Just like everywhere else in the world, some Istanbul taxi drivers have several tricks up their sleeve to hustle unaware tourists. The most common practice is to extend the travel duration by making (huge) unnecessary detours. And since you’re not an Istanbulite, they’re pretty confident that you wouldn’t notice — and you won’t! But with this list of Istanbul taxi fares from Taksim and Sultanahmet to the most common tourist destinations, you are sure to pay the correct cab fare!
Istanbul Taxi Flat Rate and Increments
- When you enter the taxi, the driver will activate the meter. The display should read 24,55 TL — the current flat rate.
- This fare is incremented with approximately 17,61 TL every kilometer.
- If a taxi gets caught up in traffic and doesn’t move or has to wait on your behalf for over 5 minutes, 3 TL will be added per minute.
- The minimum fare is 90 TL (to prevent people from taking taxis for too short distances)
- If your taxi has to pay a toll to cross a bridge (8,25 TL back and forth for the first two bridges, 19 TL for the third), use a tunnel (53 TL for the tunnel under the Bosphorus), or use certain highways, that price will be added to the fare on the meter. However, you should not be charged for his route back.
- There used to be a night and day rate, but that has been abolished. Don’t let him tell you differently!

Hi Adele, I would take the HVIST-5A havaist bus to Arnavutkoy and get off at the Tasoluk Yol stop. But the last bus departs at 23:30 at it will take a about 30 min. In case you don’t make it, you can of course take a taxi. It’s about 13 km to the hotel and should cost no more than 250 TL, give or take.

I will be arriving at 10:00 AM in Istanbul in June and have a flight to catch at 8:00 AM the next day. I would imagine I would have to be at the airport around 6:00 AM that morning. I would like to spend the day in Istanbul visiting sites.
Can anyone give advice if I should try to stay around the airport (although not a vast amount of options) and if I did whether a taxi can be easily found so early in the morning. Reading reviews of some of the hotels around the airport where a shuttle was provided for an outrageous price.
Or should I stay in the city center and get a taxi ? With the second alternative I probably would need to leave at 5:00 AM to reach the airport by 6:00. Any suggestions are welcome as this is my first time in Istanbul.

I would go for a hotel in the city center, and take the 5 am traffic-free ride to the airport. To prevent taxi scams, please ask your hotel lobby to arrange for a taxi to take you to the airport. Here are the options for your ride from the airport to the hotel.

I advise to avoid blue taxi in Istanbul as well. Avoid this car (34 TFR 78)
I took a blue taxi from hotel in Karakoy to Sabiha Gokcen airport; hotel booked the blue taxi as it seemed trusted and accepts credit card and advised us flat fee of 500TLR.
Well, surprise. The driver tells me it cost 550 TLR but takes almost 2 hours whereas it costs 700 TLR in 50 minutes. I was in hurry so I had to take shorter one. (I suspect there is no such longer route exist). I tried to pay bt credit card and driver says POS terminal is not working. I had to squeeze out all my remainin cash.
In the end it was bitter experience.

We are tourists and well seasoned travellers. I have never come across anywhere in the world where Taxi drivers overtly just scam passengers as I have in Istanbul. Every single day, taxi drivers try to scam us. We entered a taxi and the driver changed the meter to start from 57 lira. This is Istanbul Turkey taxi drivers on a daily basis. And sorry but people here are rude, and provide terrible service. I witnessed 6 different families/couples walk out of a cafe in Ozdelpark mall. The cafe was not even busy at all. People were just ignored. If you want money from tourists, why can’t a lot of people act kindly? They’re always trying to extract as much money as possible. For Taksim to Kanyon mall, we stopped a taxi driver, he immediately said 350 lira. When we said, no, then he said okay, 250, then okay 150. So we walked away. Why didn’t he want to use the meter? I’m not coming back to Turkey. Too stressful.

Keep in mind that it can take one hour (or more) to reach the city center after you leave the terminal, and the same going back. I wouldn’t want you to miss your flight!
If you still think you have enough time to spare, have a look at Turkish Airlines’ complimentary TourIstanbul. Of course only if you fly with Turkish Airlines. If not, then a taxi or private shuttle is your best bet, since the Havaist shuttle has a fixed schedule and if you miss the previous one, you may have to wait 20 minutes or more.

I would like to know the taxi fare from Istanbul IST airport to Bursa (Osmangazı, 16050 Bursa, Turkey) for 3 people as we are planning to go to bursa directly from the airport. ( we do not want to use the bus services).

I don’t think you’ll find a regular taxi service to drive you to Bursa, because the driver will need to drive back empty. I suggest the IDO intercity quick ferry to Bursa from Yenikapi. You can take a taxi from the airport to Yenikapi, and take a Bursa taxi from the Bursa ferry docks to your destination. You can take the same route back, and take a taxi from Yenikapi to Dolmabahçe. Yes, if a taxi takes a toll road, bridge or tunnel, the fee is added to the fare.

I am looking to visit soon, how much does a taxi cost cost from Sabiha Gokcen to SultanAhmet, my hotel quoted 45 Euros which seemed quite expensive but then Welcome Pickups quoted the same. The price of a private shuttle is always a bit more expensive than a regular taxi. The advantage is of course a bit more comfort, a fixed price (paid upfront), no hassle. Yes, you’ll be in rush hour, so it can take up to two hours to reach your hotel. Keep in mind that when taking a taxi, the driver will add any tunnel, bridge or toll road fees to the metered price.

Good day and thank you for providing such important and valuable information. My wife and I will be meeting in Istanbul on Oct 12th, arriving at different times at IST airport. We will be staying at Biz Cevahir Hotel Sultanahmet, Cankurtaran Mahallesi Kutlugun Sokak No: 8 Sultanahmet, Fatih, 34122 Istanbul. The hotel has quoted me a price of 55 euros for airport shuttle service. This seems excessively high. Because we land 3 hours apart, we would both need a separate ride to the hotel. One would think that a hotel would be offering better rates for their guests. Most hotels offer the same rates as the current private shuttle rates. If I were you, I would spend three hours at the airport, and then travel together to your hotel. Where with a private shuttle (I recommend it), Havaist (but you’ll still need a taxi or tram ride + walk), or regular airport taxi (be aware of taxi scams).

Bitaksi you don’t have to reserve upfront as they won’t wait for you getting out of the airport or in case of a delay. A private shuttle you must book upfront as they will be waiting for you leaving the terminal and anticipate possible delays.

If you’re going from airport to airport, I would have a look at the Havaist airport shuttles. It departs at 9:30 and costs 85 TL per person. If you really want private shuttles, I can recommend Welcome Pickups. Of course you’ll have to order more than one, but you can simulate prices on their web page.

Yes, you can take a local taxi outside the airport. If the hotel pickup for your Bosphorus tour is included, use it. Kabataş can be a very hectic place.

Taxis are safe, but please read over the known taxi scams post and the comments section for the more recent ones. Also, you may have to wait a while before finding a taxi, because when such a ship arrives, you’re obviously not the only one looking for a taxi.Alternatively, you can take the funicular at Kabataş which will take you to Taksim Square in 20 seconds for a fraction of the price, payable with Istanbul Kart. But you have to be quick, because their service stops at midnight.

We will be coming to Istanbul on September 12 landing at around 10 am. We would like to go to a small hotel in beautiful old town ‘gedikpasa’ (babamin dogum yeri). The hotel had mentioned that it is about $60 to get transportation from airport to the hotel (!!!) allah allah.. !!
as I only have one backpack, is there a way to take metro then tramway? and where will the tramway leave me (near yenikapi, right?) so then I would have to walk 12 minutes to my hotel on Gedikpasa caddesi. Please advise, thank you in advance.

Just take the HVIST-12 to Aksaray or if road open to Beyazit Meydan. From there just walk as you’re only carrying a backpack. On foot, it’s only 1,3 km or 400 meters respectively.

Arriving IST at around 17:30 in November and looking to take the HVIST-12 bus to Aksaray or Beyazit Square (if open). Then a taxi to hotel in Sultanahmet (The And Hotel).
Some comments here suggest that the taxi drivers will not accept rides for short distances – is this correct and how to get around this? What should be the fare to the hotel from Aksaray roughly?

It may be tough to find a taxi because they don’t prefer short rides. But why not take the T1 tramway to Sultanahmet after your bus ride? Your hotel is literally 300 meters from the Sultanahmet tramway stop.

It’s just that we will have luggage and not keen on dragging onto the tram 7 then back again on the way out. Can you please confirm that the HVIST-12 bus will not be going to Beyazit Square by November?
I am now looking for hotels around the Aksaray Metro where the HAVAIST bus stops. Might be easier to stay there and just use bus, tram, and Metro to get around as they are all close?

We used a metered taxi to sultan Ahmed he didn’t use the meter . We paid TL 100 but he dropped us of 300 m from our hotel .

The fare for Havaist is correct, had you used the meter, the cab fare probably would have been lower if there had not been too much traffic.

We used the havas bus from sabiha goken airport to taksim for 27 TL each. Then we’re going to take a taxi from there to sultanahmed however every taxi driver were coming up with prices ranging from 600 TL and some refused to take us due to the traffic. so we ended taking the metro to kabatas then onwards to sultanahmed. On our return home from sultanahmed to aksaray metro to catch the havas bus right outside EVERY taxi driver refused the fare as it wasn’t worth their time. They were however happy to take us to Istanbul new airport for 650 to 700 TL. So again we took the tram to Yusuf pass stop and then walked to the havas bus stop which was approximately 4 minutes walk. Again cost us 27 TL each to the airport. I cannot wait for the metro lines to be completed from new Istanbul airport to the city. That’s when these scammers (Taxi drivers) will hopefully start losing their livelihood when people start using the cost effective direct metro. I can’t wait when these scammers lives will be ruined. Cannot wait…..scammers and low life’s.

Hello! The fares you listed are different from what we are being charged here. We are a group of 6. From our hotel at Beyazithan to Sultan Ahmet, they charge us 150 TL. From IST airport to Sultan Ahmet, we paid about 800 with meter (including 70 TL highway charge-that’s what the cab driver said). Does this sound right?

The prices I mention are correct, but of course for one regular taxi. Since you mention that you’re a group of 6, there is of course now way that you all fit in a regular taxi. So either you took several taxis or you rented a special minibus shuttle to fit the whole party and all the luggage. Special shuttles are of course more expensive than regular taxis. It’s impossible for me to keep track of every private service and the prices for every model they operate. They highway fee seems to be fair.

A taxi (or maybe two if you have a lot of luggage) seems to be the best option. The cab fare should ideally be 50 lira, probably a bit more because of traffic.

I guess the quickest will be the Havaist bus to Taksim, from there the metro to Yenikapi, where you get on the Marmaray train to your destination.

The easiest and safest way with a child is of course a private shuttle which will drop you off at the hotel’s doorstep, with the option of having a child seat. It’s unfortunately not the cheapest way, but comfort and safety have a (small) price. The cheapest way is a combination of Havabus, ferry, and some walking with luggage. here are the details on how to get to your hotel.

No, not really. There are some sites that calculate the fee due, but that’s assuming the driver takes a certain road and without traffic. Even the ‘Uber’ app doesn’t work like Uber is supposed to. It just makes the regular taxi (if they accept) come but then it’s metered. The best advice I can give, stay clear of taxis and use public transportation. It works very well for the tourist areas (and beyond).

Hi I’ve been offered a taxi service by the hotel I’ve booked with. 45 euros from Istanbul airport to the blue mosque area. Its for up to 4 passengers although there’s 5 of us. I’m hoping I’ll be able to stick my 3 year old on my lap. Just wanted to know if that is a good deal. I tried searching manually and got a offer for 60 euro. The difference is that for the 60 Euro, you get a car that’s made to carry 5 people and luggage comfortably, and will provide a baby seat. Safety and comfort have a price.

I have a question about taxis and baby car seat. I will be traveling to Istanbul with my 10 month old baby and I want to know if it’s illegal to travel in a taxi without a car seat? And if car seat is provided by taxis in general?

When you take a taxi with a baby, a baby seat is not obligatory. And most taxi’s will not have baby seats. For small trips within the city center, that’s just fine although you may consider public transportation. However, for the trip from and to the airport, I would suggest a private shuttle with baby seat.

We will likely need a bigger car (the Vito or similar). If we were to get one at the airport, is there a rough estimate of what it should cost? I actually did look into it, and its quoting me for 38 EUR (588 TL), in a sedan (normal car). I was surprised as I felt that is a very high amount considering I am not going to the city center and its not the big car. I’m sure I can find a better price with cabs outside the airport, no?

That’s correct, they’re a bit more expensive than a regular taxi, but of course give more comfort and security since you have a contact to complain if necessary. Also, if you hit traffic, a taxi meter will keep on running while a shuttle has a fixed price. It’s your choice of course, just felt I should mention the option.

To get from Kadiköy to Kabatas I suggest you don’t take a taxi but a ferry instead. It’s cheaper, quicker and much more comfortable. Here is the timetable.
As you can see in the timetable, the ferries don’t operate until midnight. You can take a taxi from Kabatas back to the hotel. Prices will vary based on the traffic and the route followed, and some extra because of the bridge or tunnel toll. I would assume about 180 TL. Please have a look at common taxi scams so you don’t fall for those.
Alternatively, if you want to be really safe you can organise for a private pickup by Welcome Pickups, which will set you back for about 35 Eur I guess.

We had a really bad experience this morning. We called one driver and he has started a taximeter. He started to drive on opposite way and when we realised that and asked why we are going in the wrong way, he turned off the taximeter and asked for 450 liras. We didn’t have choise because we wanted to be on the flight in time, so we payed him. How we can report him? We nearly miss our flight because of his risky moves. We have taxi number and video.

What you can do is report it to the police, they take these things very serious. For that they of course need the license plate of the car or the license of the driver (which should be visible inside the car).

Sam, the T1 tramway normally has a stop in Şişhane, and has a stop in Zeytinburnu. Take it in the direction of Kabataş.

I advise every one to use the Havabus right infront of the Exit doors. It costs 38 TL to go from Sabiha airport to Taksim. Havabuses are available around the clock. From Taksim you can use a taxi to anywhere and they will start with the flat rate of 7 TL. These buses are available on your way back to the airport as well. Even if you don’t know Turkish you will just ask for the name of the airport you are going to.

It’s not exactly the same. The BiTaxi app actually works with regular taxis that agreed to use the service. The advantage of BiTaxi is that you can play by credit card and that the identity of the taxi (driver) is known in case of a dispute. The disadvantage is that you must use the app to let BiTaxi affiliated taxis know you that you need one, instead of hailing the first one that comes along.

Just been in Istanbul last week with my wife.. we used almost only taxis to come around and new what to be aware of…Our experience with the taxis are mixed.. some are very honest and didn’t even accept a tip and some tried very hard to cheat one way or another..
But there is a pattern witch I personally noticed and should not be generalised.
Many taxis from airport, sultan Ahmet , Taksim and the shopping malls I the late hours was trying to cheat, but it was only the youngest drivers who I experienced it with.. The older drivers were all good and very honest people. We very very relaxed about them. And it was not all the younger ones who tried to cheat. And there was also a pattern among them.. The guys who appeared as practicing Muslims (for me the sign was the behavior and the way they greet you) were the kindest and honest persons who argued with me of I wanted to tip them young and old…
My advice is , use your common sense and if you feel that you are about to get hustled just demand in a very firm way the taxi to stop the car and leave .. that worked for me .. Have a nice stay

Yesterday I arrived from Sabiha Gökçen Airport to Fatih and the taximeter gave 200lira, but the taxi driver informed me that I had to pay the catch until he showed me a sign saying it was on the passenger’s account. He made an account on his cell phone and added + 100lira which I thought was absurd… I know I was really wrong, but it was 1:30 in the morning and I didn’t want to discuss it with the taxi driver…
Unfortunately this makes us lose the desire to return to Istanbul.
I didn’t want to take the transfer because it was super expensive and I ended up paying more for the race.
The worst thing is that at no point do they tell us that we must pay for it, only when the race ends.

I’m in Istanbul at the moment and experience with taxi drivers is not the best.
Very few of them wanted to take me from Taksim to Sultanahmet, but none of them wanted to use the meter.
Since it’s my second time here I decided to take the bus instead, which was 25 lira(including one suitcase) from SAW airport to Taksim. Upon arrival I walked downhill for about 15 minutes to reach tram station Kabatas. It took me 12 minutes to get to Sultanahmet and I got single ticket(7 lira). Every station has ticket machines and they have English as an option.
Entire journey from SAW airport to hotel at the Sultanahmet was around 100 minutes and price was 37 lira.
Taxi would be around 200 lira and it would take approx 60 minutes to get to the hotel directly.

I’ll start my experience from a guy who told me that he only accepts E serial number notes and by not looking at him he snatched 200€ from my pocket I saw him and got the money back from his pocket then later on another taxi driver told me that he will add extra 50tl because there is a lot of traffic on the road, I went from Istanbul airport to the mall of Istanbul and they charged me around 170TL from each side saying that they had to pay 35TL toll tax the 2nd driver told me that from mall to airport the tax is 45TL. Then I went to antalya the original tugs are there on the airport, the guy charged me 250TL for my transport from airport to granada luxury belek which was merely 70 TL on the return
Such a horrible experience here! Made me think again and again that why I came to Turkey instead of all the options I had

We experienced almost identical issues and are currently still in Istanbul. We were asked to pay 270 lira ‘because of traffic’ and it was just 7km! We have several times got into a taxi with the meter on and then the drivers inflate the price ‘because of traffic’. Also one driver took a 20 euro note instead of a 20TL from our hands and put in his pocket but we noticed, after he got very aggressive. When we said we would call the police he gave it back and swore at us. Be careful out there.

Last night my husband and I experienced similar event in Taksim area. The taxi driver took my money 500 lira.
It was around 9pm. He said give me 50 lira in advance for the fare trip. And then suddenly after i gave him the money, he said for the national taxi the series number money must be started from I. I started to feel suspicious, when i open my wallet he snatched the money right away pretending to help me and then show it to his colleague to act like there is something wrong with the money. And then pretending to give back the money. He was so aggressive. I got out from the taxi right away. He pretended to be disappointed.

We got ripped off bad.
We paid 220 TL from the airport to Sultanahmet and 250 TL from the old airport to the new airport.
A lot of restaurants are scamming too by saying that they don’t have a food item and then charge full price for a menu item, prayer beads at the bazaars are a price scam and one restaurant near the bazaar across the street from Turkcel has tables on a sloping floor and serves oily and greasy food. When I complained he brought rice to absorb the grease . I didn’t eat it and was charged after being lied to about adjusting the price.
Seems like the scams are getting worse with the taxis and restaurants in Istanbul.
The Constantinople Hotel has bugs , moldy bed spreads so don’t stay there.

Istanbul taxi drivers are notorious at scamming tourists. The Bitaxsi app and Uber are far better alternatives than just hailing a cab in Istanbul. However, even with Bitaxsi you may be scammed. On a recent trip, I noticed every time my Bitaxsi booked journey ended, the driver would type a higher fare into the app than what is on the meter. So 15 lira instead of 12Lira shown on meter. This happened every day. On one occasion, the journey on the meter was 15.5 Lira. The driver entered 155 Lira into the app. These scams spoil the experience for tourists, it only mqkes people not wanting to return to the country. The fare differences may be small, but the principle of honesty is clearly lacking in Istanbul.

This morning we ordered a Taxi with the app BiTaksi to get us from our hotel in Sultanahmet to the SAW airport. As described above, the app estimated a cost of 127 TL. We had used this app before and the cost estimation had always proven accurate, also we had already used a taxi with the app to cross from the European side via the tunnel to the Asian side and the cost estimation was correct. This morning though, thetaxi driver started explaining us that he would add to the final amount on the tax meter the cost for the tolls of the tunnel or the bridge, plus the highway tolls on the Asian side. Not only that, he also explained that he would have to charge double this amount because, of course, he would have to drive back to the city center afterwards. Right from the start and during the ride we argued with him that we pay what the tax meter would show at the end. He even called the call centre of the BiTaksi app and a lady explained us something in English about the limitations of the app and that there were indeed tolls involved which the government would bill directly to the taxi driver. We were not convinced since we didn’t have this till thing in the past and because it frankly doesn’t make sense. There is a taxi meter on board for a reason and it should show the correct amount. In the end, having to catch a plane, we paid another 65 TL or so additionally to the 127 TL that showed up on the taxi meter. Anybody has had similar experiences ? Was the taxi driver correct or were we scammed ?

I’m afraid the taxi driver was correct, but only 50 %. As I explained in previous comments, the taxi meter only calculates the distance and time spent. There are several toll road, bridges, and tunnels. If the driver has to take those to reach your destination, he is of course allowed to add this to the fare because he will get the bill it at the end of the month. However, what was wrong in the reasoning is that you have to pay for his way back too. He doesn’t have to drive back immediately, he may find customers who want to take the same road as your in the opposite direction, so they will pay for the toll. So, I guess you got only half scammed.

I thought of sharing a little bit of my experience when I visited Istanbul in June with my family. We took public transportation most of the time during our stay but we took a few taxis as well but I must say taxi drivers present a bad image of Turkey. some of them bargain for trips to/from touristic places or hotels, refuse to go to other places and don’t offer to return change. To be fair, some taxi drivers were honest, polite and were professional as well, but bad drivers spoil the beautiful image of Istanbul in the eyes of tourists.

I’m afraid that you paid too much. Even the meter amount seems too high, but if you had a lot of traffic it may be possible. The highway to the airport is indeed a toll road, so the driver can add that amount to the fare shown on the meter. But for a trip from the city center the toll fare should never exceed 30 TL.

I understand your concern, but by public transport you’ll have to walk a bit first, switch vehicles at least twice, and it will take over an hour. I guess the best way in this case is to take a cab. It’s more convenient and quicker. If you’re worried about scams, you may consider Kiwi Taxi. Just change the place of origin and destination to get an idea of how much it will cost. It’s a bit more expensive than a regular taxi, but prepaid and no hustle.

As it says in the overview, Kadıköy to Taksim (Beyoğlu) is about 50 TL. You can’t pay in Euro. May I suggest a ferry-tramway combination, certainly if you’re a party of three or less? Should be cheaper and more enjoyable.

Since you’re traveling with (small) children I would definitely not use a regular taxi. Instead go with an arranged (private) service. The offer from the hotel may work, but also have a look at the options from Kiwi Taxi. If you choose to go with them, if necessary, let them know you need a child seat.

You could get a regular taxi since traffic will be close to nothing. However, if you want to be sure (about the fee and timing) you could order a taxi via Kiwi Taxi. It may be a bit more expensive, but you can book it upfront, can be sure it will get you there in time, and at a fixed price.

Can you be a bit more precise, Şişli is quite big.
Yes, you should be able to purchase an Istanbul Kart at the airport. If not, you can certainly withdraw Turkish Liras from ATMs at the airport with your VISA card. If that doesn’t work either, you can head for the exchange office at the airport and exchange cash money. The rate may not be the best you can get, so consider this your last option.

You didn’t tell me how many people are in your party, so I’ll assume you’re a party of two. As I wrote in my article on how to get from the Atatürk airport to the city center, there are several options.
Since you want no surprises and comfort, I understand your choice for a private transport. Unless you really want to arrive in a luxurious Mercedes, I would recommend Kiwi Taxi. These are regular taxis, but hand-picked for reliability, honesty, service and … at a fixed price. A ride from the airport to Taksim would set you back for around 25 Euros. Much less than the quote you got.

It’s worth mentioning that the guys who spot tourists/ businessmen at the arrivals Ataturk airport asked for 650 (!!) TL to go to Besiktas. I bargained a bit and they droppes it to 500 in a heartbeat, which means they still make sh*tloads of money off businessmen. It was rush hour so it took more than 1 hour to get there (luckily this time work will refund the cost) but definitely ripoff

I love Istanbul and normally I take the Metro etc from Ataturk to city, but sometimes with others , I have to take a taxi. Is there someone controlling at the airport taxi rank? Its annoying to have to bargain with the drivers demanding to turn on meter.
For 1st time visitors it must be terrible.

The taxi stand of the Atatürk Airport is connected to the Ataturk Airport Cab Drivers Cooperative which is controlled by the municipality of Istanbul just like all the taxis in Istanbul.
However, when you take a taxi at the airport it may not be from that stand. Taxis from other stands bringing customers to the airport may also take new customers from the airport.
According to the law the drivers are obliged to turn on the meter. No matter what they say you have the right to insist to start the meter.
As for the first time visitors, I advise to plan well and read a lot.

Hi, Could you please advise how much roughly would the taxi fare be from Ataturk Airport to Sahra Airport Hotel (Kartaltepe Mah. Hisar Sok. No:1 Kucukcekmece)? Shall I agree a price in advance or let the driver turn on the meter? Would the accept payment in US Dollars as I will be only staying one night in Turkey due to a connecting flight? Thanks in advance.

The distance is roughly 4km (2,5 miles). It should be around 20 liras (3,5 USD)
I would let the driver turn on the meter as it’s a 5 minutes ride (unless there’s traffic jam). By law they are obliged to turn on their meter anyway.
You could change 10 USD at the airport before you leave, so the next day you can also pay your cab ride back to the airport.
To feel fully covered you can also find out the route when you type the name of your hotel and the airport at Google Maps. You can take a screenshot of it and show it to the taxi driver.

I took local taxi on 12 Dec 2018 from vodafone Park ,which is Besiktas club stadium, to Galatarsaray club then Fenebeche. The driver waited for me.
I was taking some sight seeing photos and took the front view of the car unintentionally .
The driver started to behave strangely and twisted the angle of the back mirror which showed the meter of travel distance, unable to be taken the record .
At last I was charged usd 300 , didn’t send me back to hotel, saying the taxis are not allowed to enter to hotel,
I said it couldn’t be possible and insist to drive to hotel however he started to drive away from hotel.
It was my worst experience in life.
This is their country , the image they are promoting by cheating , conning , canning made them proud of their country.
I took photo of him, the car plate etc and would love to report to Police and tourism authority to place some control measure or open the Channels for tourists who would have been in same situation.
I will spread to whoever I know the experience I have with Turkish taxis via all social networks channels.

I wish you had read my Tips to Prevent Popular Taxi Scams and even more tips to avoid ripoffs.
In case, unfortunately, you are still a victim of a taxi scam you have a few options to make a complaint.
You can send an email to beyazmasa@ibb.gov.tr (the help desk of Istanbul Municipality that controls all the public transport in Istanbul).
153 is the landline number for the same help desk or you can send an SMS to 1530 to make a complaint.
This information applies for complaints about any type of public transportation in Istanbul, including airport bus line (Havaist), sea taxi, ferries, metro, metrobus, etc.
Reporting the plate number of the vehicle is a must, the name of the driver helps the case as it is very common to have more than one person operating the same vehicle.
